Surprised to see this old thread reappear. Since it is here, will explain what we did.

Our minivans are used for carrying resort guests. We got a couple of perfectly good but cast aside android smartphones. (Boss' wife and daughter gotta have the latest models.)

We activated the wi-fi hotspot in these phones, setting the hotspot timeout value to never, for the guests to use internet in the vans. We printed some stickers with the login and password info and stuck them up in the passenger area.

We also installed the app called "Followmee" from the play store. If you spend a few dollars one-time for their deluxe edition of the app, it offers a comprehensive vehicle tracker system. It starts when the vehicle is driven, and pauses when the van is stopped.

This version includes a seven day history, geofencing and a lot of other good features. We can log into the Followmee website at any time to get the historical information and current location of the van. For a few dollars more you can get lots of extended functions, downloadable reports, etc.

Lastly, we locked the screen with a PIN so that the drivers can not screw with it. We told them just to leave the phone alone. It is there for the guests to use internet. We fashioned up a mounting bracket and charger wiring in the rear of the van in the luggage area under the window so that it is out of sight / out of mind.

For about $30 and a couple of unused / unloved smartphones, we have a solution that works.

Thats a great way to use your old devices. Unfortunately, we are monitoring garbage trucks that travel in a small area. They are ancient, stinky and not theft proof, so this would not work. Nor would I feel comfortable with giving the driver a phone and say just hold on to it. XD

The main concern here is the time it takes them to make their loop from point A to point B and how many unnecessary breaks they take. We are talking to multiple companies but the story seems to be the same:

Device: 8,000 - 12,000 baht

Service: 200 - 400 per month

Some have better reporting software than others.

did you find a way to have a camera too ?

There are a few companies that offered us this feature. The unit is a bit more expensive 13,000 + and I imagine the monthly fee is a bit more since it's using data but I can send you a few links if you are still looking.

It wouldn't take much to fabricate a bracket out of "strap metal" that would hold the phone permanently in place in the truck, and "hard wire" the power cable. A strap running horizontally and vertically across the phone to keep it in place. you're probably not too concerned about aesthetics in a garbage truck!

We made ours like a "pocket" where the phone can be slid out from the top, with the vision of needing to remove it to "top-up" the SIM card. We have since discovered that we can recharge the SIM through online banking, and don't need to access the phone at all. A "post-paid" SIM would be even better- just pay the bill every month.

If we were to do it again, we would make a permanent / unremovable bracket.

We aren't concerned too much about theft of the phone because it is an older model, that nobody really wants now. Not like a new Galaxy S7 hanging there.

Check out the Followmee app/ website. They offer a 15 day fully functional trial of the deluxe version that we use. You can set it for two minute reporting intervals. The accuracy is quite good, within meters. When no GPS fix is available, the phone will use the cell towers for triangulation and google location to determine the location. You would see your driver's progress, and a bunch of marks at the same place when they take a break. Each mark is timestamped. Maybe it would work for you.
