Currently on a double entry tourist visa need to get the first entry extended by 30 days today if possible where can I get it done in Bangkok?

Has Chaengwattana reopened its doors yet or do I have to go somewhere else?

I got mine done at Major Hollywood. If going there do not go off Google Maps as it's wrong. Catch a BTS to Chong Nonsi and then taxi to Suksawat Soi 60 (hok sib). They usually know where Major Hollywood is. You need to speak to the people at the side of the immigration office first (I forget which letter) before getting a ticket. The process is free. Go later and it's quieter in my experience. Around lunchtime it's bedlam.

An extension of a tourist visa entry is not free. It costs 1900 baht.

hope you understand visa's can not be transferred only extensions can.

NO! Visas are NEVER transferred !

Valid visas from an embassy or consulate cannot be transferred. You have to use both passports until the visa expires to show the visa in the old passport.

Only entry/permit of stay and extension of stay stamps can be transferred and a annotation of the last visa entry is made in the new passport.
