Does a Foreign Exchange Funds Transfer Form expire?

I am planning to buy a condo from my friend. I already transferred the money into Thailand and will pick up the Foreign Exchange Funds Transfer Form (formerly Tor Tor Saam) this week.

We just found out that we would actually save a lot of taxes (Business tax, reduced withholding tax) if we actually wait with the transfer until January 2016 as my friend only bought the condo less than five years ago. The total amount of taxes would be much much lower.

My concern is now that the Land Department wouldn't accept a Foreign Exchange Funds Transfer Form from 2014 when we do the transfer in 2016. Does anybody know if a Foreign Exchange Funds Transfer Form does actually expire? Or will it still be valid as it clearly states the purpose of buying a specified condo?

An FET does not expire but the point about taxes reducing after five years is valid.
