Fix the way people think by educating them of the consciences of their actions or lack of actions. After it's done, it's better ground to make lasting changes to Patong (and hopefully rest of the island as well). In countries like Thailand, women leaders are generally better for doing longer term plans, compared to the male gorillas who have been running places like Patong.
