Does the word GRA JIAP ( กระเจี๊ยบ) refer to both of these:

1. Roselle/Red Roselle (Hibiscus sabdariffa)

2. Okra/Ladie's fingers (Abelmoschus esculentus)

It can do.

If it's not obvious from context people will say กระเจี๊ยบแดง for roselle, and กระเจี๊ยบเขียว for okra, distinguishing between the two by colour.

It is confusing, but it does seem that they both have the same name. One is a flower and one is a completely different vegetable. I will add both, with remarks.
