why not arrest demonstrators

the coup rules state no more than 5 people to gather. so why not simply arrest those that break the rules. i wonder why the army allows this to happen. is it not better to arrest those that ignore the coup rule to not gather and nip this in the bud?

one a few dozen have been arrsteted and detained for the sake if order the rest will soon get the message
