Reading the summary in this page http://www.thaivisa.com/forum/index.php?/topic/433392-Current-Visa-Availability-Summary-From-Neighboring-Countries it seems that KL is issuing multiple entry non immigrant o visa showing just 100k on Thai book, last year the requirement was 400k.

Can someone please confirm the info?

KL has stopped doing multiple entry visas.

The only location where you can get multiple entry non-o based upon marriage with any certainty is Savannakhet Laos. They don't don't ask for financial proof.

I was actually focusing on Savannakhet but I wanted to be sure that KL couldn't be an option.
