Wifey did a tour guide course last year. It consisted of about 40 students who would be entitled to work as 'in province' tour guides for English tours. If 10% of them could speak any English at all I seriously doubt yet they all passed.

The half dozen that my wife is friends with are all currently unemployed in the tourist industry.
