BANGKOK: -- The National Council for Peace and Order (NCPO) has ordered the Justice Ministry to reinstate forensics expert Khunying Pornthip Rojanasunand as director of the Central Institute of Forensic Science (CIFS).

Chanchao Chaiyanukit, deputy permanent secretary of the Justice Ministry, said yesterday that it had received an order from the NCPO on Tuesday to swap Lt-Colonel Anek Yomchinda's post as director of the CIFS with that of Pornthip's, who is the incumbent inspector-general at the Justice Ministry.

It was decided that the transfer would help the national policy agenda of improving the forensic-science sector and addressing problems in southern border provinces.

The transfer would also serve as an internal circulation of personnel within the Justice Ministry.

The new arrangement is effective immediately.

In reaction to the order Pornthip said: "The fieldwork in southern border provinces was something that I had previously been responsible for.

"In the past, I'd like [people] to ask local officers [so that they knew] there were orders not to send the DNA of insurgents to the military and prohibition of any conduct that would be against the law. However, CIFS officials who were working there were transferred out, so there has been no progress in investigations," she said.

Pornthip gained prominence because of her work on a number of high-profile cases including the murder of a medical student in 1998. She also investigated the murder of former Bangkok MP Hangthong Thammawattana.

Pornthip worked for the Centre for Resolution of the Emergency Situation, which was set up to deal with red-shirt protests in 2010.

She was appointed as a caretaker CIFS director in 2005, when the institute was tasked with the job of looking into the insurgency in the South.

She was later given the post permanently in 2008, but was removed from the post five years later and made inspector-general in May last year under justice minister Pol General Pracha Promnog. Anek was then moved to replace her at CIFS.

Pracha at that time tried to blame Pornthip for procurement of fake GT-200 bomb scanners, but Pornthip claimed not to have been involved in the deal.

However, Anek testified to the National Anti-Corruption Commission that he had signed the order to buy the GT-200 devices as ordered by his supervisor Pornthip, who insisted they were real.

Pornthip had many rows with the police.

In 2005, police reopened the identification process of victims of the 2004 tsunami after questioning the credibility of the work done by Pornthip's team, which had initially been assigned to the task by the Justice Ministry.

Pornthip also criticised police over their investigation into the murder of Akeyuth Anchanbutr, an outspoken critic of former prime minister Thaksin Shinawatra, last year.

She spoke many times at rallies in support of the anti-government People's Democratic Reform Committee this year.

Anek has been in the forensic-science sector since its inception after being transferred from Phramongkutklao Hospital.

He moved up to become deputy director of the CIFS and later deputy director of the Southern Border Provinces Administrative Centre when Pol Colonel Tawee Sodsong was director.

She is not a stupid person but one cannot deny her stance on the bogus explosive detectors is credibility damaging and questionable. Theres a youtube video about her and family. seems she copleted a residency in pathology in usa.

the hairstyle is fine as a high % of medical doctors are fairly boring and conservative.

give her a guitar and mic.

She sounds like a gun for hire, for hard cases. Don't know of how her track record is as an expert witness, but from what I have been reading about the Thai Judicial system, no jury, no record taking except by the judge, she may be favoured by certian elite factions?

Undoubtable a very intelligent person.

I suppose there's always The Sun, but even they are probably on borrowed time once the present regime finds out about what advice they gave the Argentinian military rulers, something about "Stick It Up Your............", I believe.

An inspection of the scene of bloody clashes between police and the People's Alliance for Democracy (PAD) has found no explosive residue, renowned forensic expert Dr Pornthip Rojanasunand said yesterday.

"There's also no trace of any such substance on the clothes or bodies of the injured victims," she told a press conference.

Pornthip, head of the Central Institute of Forensic Science, conducted the inspection to assist the National Human Rights Commission. It focused on whether tear gas could blow off people's limbs, and if not, why so many protesters lost legs, arms and fingers during Tuesday's bloody clashes.

The deaths and serious injuries raised questions about whether police used lethal force - and not only tear gas - to disperse PAD demonstrators.

While Pornthip was inspecting the scene of Tuesday's events in front of the Metropolitan Police Bureau, many injured victims showed up to tell her what happened to them on that day. They also allowed Pornthip's team to examine their wounds.

National artist Naowarat Pongpaiboon also called on Pornthip to give justice to fellow artist Chingchai Udomkij, who lost a hand in the violence.

"It's impossible for such an artist to carry bombs," Naowarat said in response to police suggestions that some victims had inadvertently harmed themselves from carrying bombs.

Pornthip said the cause of Chingchai's injuries had yet to be determined.

"Our team has used a GT200 substance detector and found no substance used in making bombs. We've already checked the clash scenes and the bodies and clothing of the injured victims," she said.

However, she said the detector had collected chemicals from the scenes and victims that could be used for comparisons later.

Pornthip said the Royal Thai Police would next week show how the different types of tear gas worked.

"Then we can collect the chemicals from their demonstration and compare them with what we found at the clash scenes," she added.

Meanwhile, Pol Lance Corporal Nattawoot Jantorn - the policeman caught aiming his gun at an unidentified target on Tuesday in a video clip - yesterday came out to tell his side of the story.

"I just wanted to puncture a tyre in the pickup that ran over another policeman," Nattawoot said.

Photos and the video of his actions have been posted on the Internet, attracting widespread condemnation against the police.

Police earlier maintained no policemen had carried arms to control the PAD crowds.

"No, there was no PAD demonstrator at the scene when I drew my gun, only the pickup and a policemen," Nattawoot told a press conference.

He also explained he was not a riot policeman and was thus allowed to carry a gun.

"I was driving a bus carrying special equipment, and I had a gun to protect the equipment," Nattawoot said.

He said he ended up not firing his weapon.

"An examination of my gun will prove what I say," the 22yearold said.

Nattawoot said he had already submitted a report on what he was doing in the video to his supervisor.

Porntip vows to devote to work

BANGKOK: -- Khunying Porntip Rojanasunan said she would devote to work for the country until her term expires.

Posting on her Facebook page today, Khunying Porntip thanked all supports given to her, and recalled the first time she was approached by the Justice Ministry to set up the Central Institute of Forensic Science in Year 2000 under the previous bureaucracy reform programme.

However when she was transferred to work, change of government also forced changing of its transparency policy which stresses separation of forensic science from law enforcement process as acceptable as international standard, she said.

She was told to work mainly on standards matters while brushing aside justice matters which she fought for to bring it to the Asean standard level.

She recalled that she was granted extension in service at the institute for another year in 2013 but was informed by the justice minister that politics wanted her sacked.

She said there was information from politicians that political party wanted to dissolve the institute as called for by the police but this remained unconfirmed if it was true or false.

However she recalled that many things have happened, particularly suggestions to halt all activities dealing with justices and not to have conflicts with the police.

But she said the return today to the institute was considered a protection by Dhamma and she vowed to devote to work at best until her term expires.

Khunying Porntip served as director of the Central Institute of Forensic Science of the Justice Ministry from May 2008-2013. She was then transferred to the ministry as inspector-general until she was put back to her position by the National Council for Peace and Order.
