Peace and Order Council prepares peace talks for South

YALA, July 2 - Thailand's Internal Security Operations Command (ISOC) on Wednesday said the National Council for Peace and Order (NCPO) has given importance to address problems in the southernmost provinces as talks with the insurgent groups would continue.

ISOC Fourth Region Forward Command spokesman Col Pramote Prom-in at Sirindhorn Camp in Pattani said that the NCPO would proceed with talks to restore peace in the southern border provinces and now it was changing the negotiation format and procedure as well as ways of cooperation with Malaysia.

In general, the Peace and Oder Council requires that negotiations be based on the Constitution of the Kingdom of Thailand and the fact that the kingdom could not be separated, the spokesman said.

The NCPO working group to solve far south problems headed by Deputy Army chief Gen Udomdet Sitabutr, he said, has already determined some topics for future peace talks.

Col Pramote also said that the National Security Council (NSC) was working out a roadmap to restore peace in southern border provinces and it emphasised comprehensive participation and local negotiations to create mutual trust. (MCOT online news)

"the Peace and Order Council requires that negotiations be based on the Constitution of the Kingdom of Thailand.." What constitution? The 2007 Constitution was suspended except for Article 3 (The King as Head of State) and replacement is not due out until another month or so. Maybe the NPCO will use the next couple months solely for preparation but not actually hold any talks until after the formation of the interim government?

"... and the fact that the kingdom could not be separated." Interestingly that was probably PM Thaksin's only agreed policy by the military regarding Muslims push for autonomy. So let's start the negotiations with a NO to autonomy, NO to the predominant practice of Islam, and NO to recognition of Islamic culture that would pre-empt Buddhist culture. I don't see any Happiness for the Muslims in such negotiations and might trigger further violence.

It is all No, NO and hell No. I wonder, who voted for the south "polls", and who said everything was peachy? It sure as hell wasn't anyone living there....but the lie persists....all southerners support Abhisit and the Democrats......

I wish them luck with their negotiations. But it will be no use at all. Talking to radical moslims is a waste of energy and time. Compare it to Hamas f.i. They will accept nothing else than their ideal. And they don't care at all for human life. Only if the leaders are hit hard they will crawl back into their holes.

First the Thai press reports that the constitution no longer exists and that the army states that it is developing a new constitution. Now they are stating that issues have already been decided based on the constitution. Looks like they're crusin' for a brusin'.
