A scenario:

Getting a "Marriage O" visa in Savannakhet and the do the 90 day reports within Thailand (in my case Nakhom Phathom). Possible, yes or no?

Never mind the annual visa/extension but I hate those 90 day border-runs.

By not doing those border-runs, would this be regarded the same way as not doing 90 day reports within Thailand? Ergo maximum fine is 5000 Bht?

That would be nice, since a fine of 5000 Bht would be less expensive than doing 3 border-runs per year !

If you don't do the extension, then you don't need to do the 90 day reports, so to answer your question, you need to do the Border Runs.

If I get a "Marriage O" in Savannakhet, AND DO NO BORDER RUNS, what exactly will happen when I show up the next year in Savannakhet to do my extension of the "Marriage O" ?

You will get hit with a 9 month overstay, you have to leave Thailand every 90 days on the non O visa based on marriage, so not leaving after the first 90 days means you are overstaying your visa.

Any stay greater than 90 day would be an overstay with a fine of 500 baht per day up to the 20k baht maximum.

If you don't want to do the border runs you would need to get a one year extension of stay based upon marriage.

You could skip a border run by getting a 60 day extension to visit your wife. That would give your about 5 months without doing one.

not to mention any overstay of more than 90 days will get you banned from thailand for i think now at least 1 year that's plus the fines.

Thanks folks. Let's see if got this right:

- Apparently, after getting a "Marriage O" in Savannakhet, I can not do 90 day reports in Thailand, I must leave every 90 days.

- If failing to do a border-run after the first 90 days, I am already on Visa-Overstay, although the Visa itself is still valid for 9 more months ? This is the part that puzzles me.

All this is in context with my op.

You would be on an overstay of your permit to stay not your visa. Your visa only allows you to enter the country and obtain a permit to stay. After that you are on a permit to stay not a visa.

You visas expiration date means nothing more than the last day you can use your visa to get another 90 day permit to stay.
