What's the best way to get to town from the airport?      I assume a taxi but any scams we should look out for?

The Laotians can't really be bothered to 'scam' you, takes too much effort! Just get a taxi and try to barter a lower price than what the driver quotes. I usually start at 50% of original quote, then go from there.

There's an official taxi desk as soon as you come out of Baggage Reclaim - 50,000 Kip for your own aircon minibus to get to your hotel in central LP. Not much choice really...if you walk outside and spot the rare tuk-tuk outside you will pay 30,000 Kip.
