Need some expert advice regarding ED Visa, new passport

To make this as short as possible, my paperwork is currently being processed for an Education Visa.  I am American and have already added pages in my passport and it is almost full.  I would rather get a new passport this time than pay for additional pages again.  Can I get a new passport and when I receive my letter of approval from the Ministry of Education for my ED Visa, submit my new passport for the ED Visa at the embassy in Laos or Cambodia or wherever I go?  I am wondering if this is possible considering the application for the ED Visa has my current passport number listed, not the new one I intend on getting.
