So Where Is The Scam In Education?

So Thailand has the worlds largest education budget in terms of percentage of overall government spending (probably not the actual dollar figure highest but the percentage of budget).

The teachers here are not well paid and from reading this forum it seems the education system is woefully inadequate and by all accounts needs a complete overhaul. Schools and classrooms seem ramshackle.

So where is all the money going exactly? There must be some systematic system of siphoning off cash (controlled by "influential figures" no doubt), but where and how? It is not immediately obvious where and how but almost certainly it must be happening.

Am I being too cynical?
