Dual Nationality Couple (US/France) - Tourist Visa Process

My husband and I will be traveling through Thailand on (hopefully) a 2-month tourist visa. I am American and he is French. We currently live in France and plan to leave in T-minus three weeks.

1) Last time he mailed his passport to the embassy for the visa but we need our passports for a trip between now and then. Does anyone know how long it takes if you manually hand in your application at the embassy/consulate?

2) Since I am a US citizen, do I have to apply to the Thai embassy in the US or can I apply to the embassy in France? I am not a French citizen, on a one-year carte de sejour visa right now.

3) Let's say we go to Indonesia first, can we apply for the visa there (in Bali for example)? Or Vietnam, etc.

Thanks for any help, and apologies if these are stupid questions.

1. Depends on the consulate.

2. You can apply at any consulate in France.

3. You can apply in Bali or in Vietnam or many other Thai consulates in the region.

You will apply for a tourist visa valid for one entry.
