jossthaifarang
The moulting of the skin occurs regularly, when old skin is outgrown. In the case of snakes, it is called shedding. Snakes will rub against rough surfaces to shed their skin. A shed skin is much longer than the snake that shed it, as the skin covers the top and bottom of each scale. If the skin is shed intact, each scale is unwrapped on the top and bottom side of the scale which almost doubles the length of the shed skin. While a snake is in the process of shedding the skin over its eye can become milky. This impairs the vision of the snake and as a result most snakes will become more aggressive due to the snake feeling more vulnerable. Looks like a snake's old shedding..

onflipflops
A close-up of the head scales would help for ID. It does indeed look like cobra. Perhaps you can still see the pattern on the 'hood'/ neck of the snake. How long is it?
maxtingtong
Can't say by this picture. Head's shape looks too trapezoidal to be a cobra. Don't be fooled by the head enlargement, when cobras change skin head isn't stretched at all. An head detail picture may help a lot. How long is the whole thing?
