Proposed Property Tax - Impact on Pattaya

The military junta plans a modest property tax(amongst others) later this year. I personally support a property tax rather than an increase in the VAT. It has been shown that increases in VAT disproportionately impact the poor. What impact (if any) will this have on Pattaya? One can only hope this would go towards infrastructure improvements.
