I am currently in thailand on the second part of a triple entry tourist visa. I am going abroad in October for a week and back to the uk for 3.5 weeks at Christmas. I would like to stay in thailand until July 2015, and during this time I need to go back to the uk for a wedding in March. I also plan on going abroad periodically to local countries for a week or weekend. Which option below is best:

1) get another double entry visa in London at Xmas and then a triple entry when I go back for a week in March. This will allow me to go away once or twice between Xmas March and July. The problem with this might be getting a visa in March as it will by my third in a row? Also can I get re-entry permits to use on this type of visa if I want to do an extra weekend away?

2) enrol in a Thai language course. I would like to learn the language but also have lots of trips abroad planned, can I do this on an ed visa? The one at Christmas is for more than 3 weeks, will a re-entry permit last this long, and won't they think it strange if I keep going away?

You should not have a problem in getting double or triple entry tourist visa in the UK no matter previous travel history. You can get single or double (in some countries) in the nearby countries too. You can get re-entry permit on any kind of visa, but depending on dates it may not be convenient at all.

When you come to Thailand for less than 30 days is not necessary or convenient that you get a visa. If it turns out you unexpectedly need mor than 30 days, you can extend for 30 more at immigration for Bt 1,900.

If you plan to travel that often, ED visa and Thai course are not advisable convenient for you.

you will need to bear in mind that if flying into thailand without an onward air ticket within the 30 days of arriving [if intending to be on a visa exempt entry] the airline may not let you board.

Note above the OP indicated he was to travel travel to/from nearby countries, that is often done overland, no need for air ticket.

Given I plan to do lots of trips it seems that tourist visas are the way to go.

My concern is that I might get denied a third tourist visa as I am back in the UK only for a week so will need to apply as soon as I arrive (i'll also have spend a lot of time in Thailand since July), won't this be a problem? Will I need to provide proof of savings or travel itineraries (I'll be living in Thailand with my partner)?

Also, if I get given a tourist visa is there the potential to have problems getting through immigration at any point? Would it be advisable to have proof of savings, travel itineraries etc?

There are no reports of tourist visa denied in the UK. Funds or itineraries are not necessary.

Also there is no problem entering Thailand with a visa, again no funds or itineraries are needed.

1 other question...if I need to go away 3 times during my last stint before July (instead of the 2 that a triple entry visa allows) would it be possible to fly in without a visa and get a visa exemption? I will have 3 previous tourist visas in my passport and a visa exemption from October 2013.

Yes, that would be possible or you could get a re-entry permit which keeps your premisison to stay alive while out of the country.
