I don't know how many of you have taken a moment to appreciate Pattaya City Hall (on North Pattaya Road opposite Tesco Lotus) but if you get a chance you should check it out. There's a new office building addition and parking structure but the local papers have barely covered it (I can only find this one article about its food vendors). They've got a website with a flash intro but not very much real information (might be offline currently).

But all this still leaves me with the question: what do they do there? It's not the land office. It's not the district office. The immigration and police offices are elsewhere. So what exactly goes on in there?

Well, here's a few 'profit generating activities', off the top of my head:

enforce building regulations

enforce fire regulations

issue permits to bars, restaurants, night clubs etc

originate and supervise high spending promotional events

Pay for and control garbage disposal and town cleaning

Instigate and supervise town planning projects.

Have responsibility for traffic flow

There's loads more, but I'm a bit weary of this.

As you can see, all the above provide ample opportunities for graft, which is basically what our beloved Pattaya runs on. :o

Not if you live in Nongprue. Then you have to deal with the Banglamung Amphur - and they are a pack of *******! I'm actually not too sure just which areas of Pattaya are covered by City Hall. Perhaps someone can enlighten me.

Not if you live in Nongprue. Then you have to deal with the Banglamung Amphur - and they are a pack of *******! I'm actually not too sure just which areas of Pattaya are covered by City Hall. Perhaps someone can enlighten me.

The District Office on the Sukhumvit Road in Banglamung and the Pattaya City Hall on North Pattaya Road are quite different authorities. The Banglamung establishment is the local government office where, among other things, births, deaths, marriages, divorces are registered. The employees are 'civil servants' and enjoy the many perks available as part of their jobs e.g. pension, health insurance...to name but two. They also wear sand-coloured uniforms with strips of medal ribbons and flying wings.....as do all government/military/police employees. The District Office of Banglamung, is the focal point for all tambons (sub-districts), including Tambon Nongprue.

The City Hall is the administation office for Pattaya where town planning, building authorisation, public amenities and services organisation and, as Mobi D'Ark has pointed out, all the other profit (or backhand) generating activities are carried out. The City Hall does not deal with regisration issues.The Councillors, as some misguided bum licking correspondents to the Pattaya Mail call them, the 'city fathers' :D are elected by the people. That's a laugh also!!! The last thing that I heard was that the entire body of the elected councillors was associated with the Thai Rak Thai Party. :o I always believed that there should be a balance of power in any elected body of representatives. Otherwise what's the point of having any elected committee?

We live in Amphur Nongprue and when our son was born 3 years ago we had to go to the City Hall where they issued his Thai birth certificate and gave us the papers for his house registration. We had him house registered up country, so we didnt go through that part of the procedure there, but when i was there i noticed that there were loads of Thais making alterations to their house books and being issued with new books. This was in the basement section of the old building.
