We are looking to rent an apartment/condo on sukhumvit, between soi 23 and 39, must be 3 bedrooms.

We need the accommodation from 1st April as our rental agreement on our property runs out then.

We are looking to pay between 30,000 and 40,000 baht per month.

Good quality expat accom on 23 is around 60K per month.

The only way I do, walk into any building you like and ask if something is available.

If you do not speak Thai, just ask the guardman for 'office' and you will find the PIC. 3 B/R for 3-4 K might be difficult but do the footwork and if you are interested negotiate. As direct tenant, the owner will save one month' rent he wold have to pay to an agency. 40 K p.a comes to Baht 3333 he will save. S, if you have an offer for 45000 make a counter offer for 35 and settle around 40 incl. using the agent's fee argument.
