No its not true, there are no financial requirements to be issued a wp , the salary bit relates to the extension of stay, and think in the case if teachers they are exempt from this requirement

To get the work permit there is no minimum salary ever.

If want a one year extension of stay under clause 2.1 of Immigration Bureau Order 327/2557 you must meet the minimum salary requirements set in the annex of it.

You if you don't meet the salary requirements you can get a multiple entry non-b visa and make border runs every 90 days.
