They used to but then they didn't have it for 3 years until last year. They only had a little walking street market (terrible) with people selling mostly junk food. Don't think they had the CMU Fair either. They used to begin plastering billboards all over Sansai and Mae Jo in October, but haven't seen any so far.

then I believe that's an alumni-get-together, and not actually the main semi-annual fair ?

Well was quite big seed companies...tractors, orchids, trees and more for sale.
