Provincial councillor quizzed over land deal

Siem Reap Provincial Court summoned a provincial councillor and his oknha wife in for questioning last week after two businessmen filed a complaint accusing them of fraud amounting to $60,000.

Businessmen Ing Sokheng, 33, and Seng Hou, 43, filed complaints with the provincial court last month against councillor Yin Ty and his wife Ly Om Eng for allegedly selling them state-owned buildings in 2012, then failing to deliver the properties.

The buildings, where the Ministry of Public Works and Transport and the Office of Taxation in Chi Kraeng district are each headquartered, were sold to the men for $60,000.

But according to former Chi Kraeng governor Pouk Sereyroth Mony, the plan to sell the buildings was cancelled in 2012 due to legal complications that made the sale difficult.

“Authorities are still using the buildings now,” Mony explained.

However, the plaintiffs said that the $60,000 they paid Eng and his wife hasn’t been returned to them in the last two years.

The couple was summonsed to court last week, but Siem Reap court clerk director Yin Sreang said he could not confirm whether they denied the accusations.

“They were summonsed last week, but for the technical reasons, I can’t talk about what transpired. The court has been working procedurally on the case,” Sreang said.

The two could not be reached for comment yesterday.
