I have a friend and family coming out for a holiday in January Pattaya, he will get 30 days on arrival but if he wanted to extend it can he do that at Jontiem or does he have to go the border?

He can do at the immigration office, 1900 Baht.

Just going TO the border does not make sense.

If he crosses the land border and comes back its another visa exempt entry (15 or 30 days depending on nationality).

A 30 day extension is now possible at immigration for the 30 day visa exempt entriy they will get on entry.

If they plan on staying longer than 30 days it would better to get a tourist visa.

So he arrives at BKK and gets 30 days, he can then go along to Jomtiem, pay 3000bts and get another 30 days?

As mentioned before, a tourist visa is better as it cost about 1,000 Bath.

Jomtien is know to extort money so is not like people should be happy to subsidize crime.

A Tourist visa before he comes out, he will be coming from the UK?

Yes a tourist visa before leaving the UK. Easy to get from the embassy in London by post or in person. Also in person at any of the consulates.
