Cabinet okays expanded human-rights framework
The Nation

BANGKOK: -- The Cabinet yesterday approved an expanded human rights framework for 15 groups of marginalised people, including ex-convicts and people with cross genders.

The proposal drafted by the Justice Ministry was entitled the "Third National Human Rights Plan" for 2014-18

Sansern Kaewkamnerd, deputy government spokesman, said yesterday that the plan covered 11 key sectors including economy, transport, social security and information technology besides basic principles for public health, education and freedom of political choice.

The 15 groups would be recognised under this framework in an unprecedented way. They include suspects and detainees, war refugees, victims of violence, and stateless people or refuges or asylum seekers.

What a great document. If this isn't just lip service to the UN and the US, how about following up with another document titled "Fourth National Human Rights Plan" to lift martial law immediately for all Thais? Surely they are as entitled to freedoms and protections as the marginalized people.
