They are required to mimic whatever directives come down from on high. They are not allowed to even put forth alternative ideas or scenarios. All in the hopes that they will someday be the top bananas themselves, if they play their cards right and pay their way up the promotion ladder. So even if some lower ranking cops have strong feelings (or knowledge) that the investigation is off the tracks, they are duty-bound to not speak up. At this point Thailand will have an opportunity to show its colours regarding Human Rights. It's like trying to get 8 yr old Somchai to wash his hands before a meal after playing outside in the mud. Somchai goes in the hong nam, you can hear water splashing, but ....did he really wash with soap, or just make the right noises? This is just the typical Thai way of dealing with anything remotely unpleasant. just ignore it and hope it goes away. And it usually works.
