An unusually sophisticated malware called “Regin” has attacked internet and telecommunications companies in 14 countries since 2008, Symantec and Kaspersky Labs said in separate reports.

Symantec believes Regin was likely created for cyber espionage purposes by a nation state, although it didn't suggest which government was responsible for it.

“Regin is a complex piece of malware whose structure displays a degree of technical competence rarely seen,” Symantec wrote in a report published on Sunday. “Its capabilities and the level of resources behind Regin indicate that it is one of the main cyberespionage tools used by a nation state.” More

If I remember correctly, they did say it might have been created by a western nation. Probably the same people that's been accusing China and Russia (one of the targets) of cyber espionage. Pot calling kettle black.

It has been directed towards non-English speaking countries. Russia and Saudi Arabia accounted for about half of the confirmed infections of the Regin malware. Other countries include Mexico, Ireland, India, Iran, Afghanistan, Belgium, Austria and Pakistan.

Probably by the same people that created Stuxnet in 2009. This one was using the PC's only as delivery mechanism, but targeting PLCs and specifically Siemens S/W that runs them.
