BANGKOK, Nov 26 -- Prime Minister Gen Prayut Chan-o-cha will pay an official visit to Malaysia on Monday and is expected to appoint Thailand's negotiation team to renew peace talks with southern insurgents before he leaves for Kuala Lumpur.

National Security Council (NSC) Secretary-General Anusit Kunakorn said after today's cabinet’s meeting that the plan for Gen Prayut’s one-day visit to Malaysia remains unchanged.

Regarding the renewed peace talks between the Thai government and southern insurgent groups, he said Gen Prayut will appoint the negotiating teams before going to Malaysia.

The team will consist of representatives from the Foreign Ministry, the NSC and the Internal Security Operations Command (ISOC).

He added that the Thai prime minister has no plan to visit Thai South yet but he ordered all agencies to review and adjust operations and allocate budget to meet demand of local residents.

So far, the integrated operations of separate agencies have gone smoothly, supported by clear action plans, he said. (MCOT online news)

A not a single meeting with insurgents. For the military, that has been the status quo for years - no negotiations.

Malaysia's role was to be one of a facilitator between the insurgents and Thailand. First Gen. Prayuth rejected that approach again. Now it's on again. But with Thailand's negotiation team dominated by the military (some of whom has previously been engaged in counter-insurgency actions), Malaysia may be placed in an untenable position of asking the insurgents to trust the Thai military. The same military may have nothing to gain coming to any peace talks now. Time is not on the side of the Thai military and surely the insurgents know that.
