I've met foreigners living in Jerusalem who's tourist visa ran out years ago, living quite comfortably on the good will food distribution of Religious based charitys in the city and getting free lodings for a few hours of unpayed chores. It happens. Furthermore, obviously people can lie on forms they are required to fill out, and gamble that authorities will not do any further research. Even these factors alone dilute to some degree your implication that this guy must have been 'injected' due to a plot to bring down the dome of the rock and prepare the ground for the building of a new Jewish temple.
