So I seem to remember a while back there was some talk that if living in an apartment / condo you were supposed to go to immigration and fill out some forms and report where you were staying to them.

Is this actually a reality? Or simple an idea that never came to fruition .

And does it only apply to certain visa types? (I currently have triple entry tourist visa)

You don't need to report. There is section of the immigration act that requires you report your address within 24 hours but it is not enforced.

There is also a requirement that home owners, apartments and etc report your presence.

Then again..when I apply for my yearly extension of my non O visa, I need to state my address and provide photos of myself at the house, one photo must show me and the address sign.

No??

I believe it is a pretty simple form required to update your address.

With the new government seemingly randomly "cracking down" on this and that...

It is simply not required and they will not understand what are you after if you show up for that.
