Can't we just start with the assumption that ALL Thai ranking cops are in some way dirty, have the minor offenders 'fess up and be given a clean slate after returning most of their illegal earnings, and move on. Otherwise, this country will soon have no police force on the streets (perhaps not a bad thing).
