Hate to ask because it seems like such a searchable answer, but haven't found one that seems definitive. A few posts and sites seem to indicate that it would be closed, but this site says otherwise:

I'm hoping to make the run down on a friday morning and pick up my passport saturday. Is this possible? (triple entry tourist visa)

As far as I know, the consulate in Penang is open Monday to Friday. I'm heading down there on Sunday so the agent can get my passport to the consulate on Monday morning - collecting it Tuesday.

Wait for more replies - maybe things have changed.

The Consulate in Penang is open Monday through Friday except holidays of either country. No, it is never open on Saturday.

That sounds definitive enough.
