Drought hits hard in Isaan while several provinces remain chilly

BANGKOK, 30 January 2015 (NNT)-Several provinces in Thailand have begun to experience declining water levels as the temperature begins to rise.

In Chiang Rai, the rapid decrease in the level of water in the Lao River allows people to walk out as far as the middle of the river. The shallow water also makes it difficult for them to catch any fish. The water level is expected to go even lower in February and beyond.

A water shortage in 13 districts of Khon Kaen is affecting more than 300,000 rai of rice fields. According to provincial Governor Kumthorn Thawornsathit, the total damage is estimated to be at least 398 million baht. Financial assistance has been sought from the government to help farmers.

Food scarcity for wild monkeys in Ubon Ratchathani has prompted them to leave the forest and look for food in human habitats. They have reportedly raided nearby temples and homes.

Meanwhile, it remains quite cold in Chai Nat where the lowest temperature recorded was 17.5 degrees Celsius. A large amount of winter fog can be seen over the Chao Praya River. Furthermore in Sisaket, the army has been distributing blankets to Prangku residents to help them cope with the winter weather conditions.

When the region is showing signs of economic vibrancy, Singapore rides the wave in a very pronounced way. One key measure of great economic times in the greater ASEAN region is when Singapore real estate prices are going up.

Surat Thani rubber growers petition govt for help

SURAT THANI, 30 Jan 2015 (NNT) – Rubber growers in Surat Thani province have submitted a letter to Prime Minister and leader of the National Council for Peace and Order Prayut Chan-ocha proposing their solutions to the plunging rubber prices.

The letter has been handed to the chief of the Surat Thani army press at Damrong Dhamma Center. According to rubber farmers’ representative, the government’s present solutions only favor smoked rubber sheet operators, while farmers selling natural rubber sap are still in trouble.

For the short-term solutions, rubber growers suggested that the government regulate the entire pricing system to cover operators of rubber sheets, natural rubber sap and rubber scraps by specifying the minimum price of each type of rubber, and set up a special unit in each district to buy all categories of rubber twice a month.

In case the government cannot handle the task alone, the public sector should be allowed to help with it under the government’s supervision.

As for the long-term solutions, the government should encourage farmers to work in group and promote the production of high-quality rubber. Meanwhile, rubber markets should be expanded and farmers be given access to new alternative occupations in order for them to secure stable incomes.

The farmer representative added that if the government remained oblivious to their demand, the affected rubber growers might converge on the Government House in Bangkok.

Top Thai cops jailed in corruption case that toppled princess

AFP

BANGKOK: -- Two senior Thai police officers allegedly at the centre of corruption network whose exposure led to the downfall of a senior Thai princess were jailed Friday under Thailand's controversial lese majeste law.

Pongpat Chayapun, the former head of Thailand's elite Central Investigation Bureau, and his ex-deputy Kowit Vongrongrot were arrested in November alongside a string of top brass in a corruption probe that went on to implicate relatives of Princess Srirasmi, then the Crown Prince's wife.

She later renounced her royal title and was divorced by Crown Prince Maha Vajiralongkorn in a dramatic and opaque moment of palace intrigue that shocked Thailand's elite at a time of heightened anxiety over the health of the country's revered but ailing monarch.

Both officers were sentenced to six years in jail Friday after admitting lese majeste under section 112 of Thailand's criminal code and for corruption, a court official said.

"He (Pongpat) pleaded guilty to charges, including insulting the monarchy, and the judge sentenced him to five years plus twelve months in jail," an official at Bangkok Criminal Court, who asked not to be named, told AFP.

"That sentence was commuted from 12 years because he confessed to the judges," the official added.

A second official said Kowit had also been handed a six year sentence.

Under the royal defamation law -- one of the world's strictest -- anyone convicted of insulting the king, queen, heir or regent faces up to 15 years in prison on each count.

At least 17 people were arrested during the investigation of the corrupt group, who were accused of amassing illicit fortunes through corrupt patronage networks as well as gambling and oil rackets.

The Thai authorities have yet to give a full explanation of how those charged in the corruption network defamed the monarchy.

At the time of their arrest, police said Pongpat and his group had made "false claims" to be acting on behalf of an unnamed royal in their allegedly corrupt dealings.

But senior police officers charged with investigating the circle hinted that they were unable to elaborate any further because doing so could in itself breach lese majeste laws.

Both Thai and international media must heavily self-censor when covering the country's lese majeste rules. Even repeating details of the charges could mean breaking the law under section 112.

Rights groups say there has been a rise in both charges and convictions under Thailand's royal slur law since the army seized power, with academics saying it has been politicised to go after the "Red Shirt" movement that is broadly supportive of fugitive former premier Thaksin Shinawatra.

The royal family is a highly sensitive topic in the politically turbulent kingdom where 87-year-old King Bhumibol Adulyadej, the world's longest reigning monarch, is revered by many as a demi-god but is entering the twilight of his reign.

NGV price to be 50 satang higher per kilo tomorrow

BANGKOK, 30 January, 2015 (NNT) – The Committee on Energy Policy Administration has given the green light to the plan to increase the price of natural gas for vehicles (NGV) by 50 satang per kilo, according to the Ministry of Energy.

Starting tomorrow, the retail price of NGV for personal vehicles will be 13 baht per kilo, while that for public transport vehicles will be 10 baht per kilo.

The Committee on Energy Policy Administration also acknowledged the preparation for the adjustment of the liquefied petroleum gas (LPG) price structure and the plan to help low-income families to deal with the future LPG price hike.

The conclusion was reached during a meeting of the Energy Policy and Planning Office, the Department of Energy Business, the Energy Fund Administration Institute, PTT and LPG suppliers.

PTT has undertaken the scheme aimed at minimizing the impact of the retail LPG price rise on the household sector on behalf of the Oil Fund. The scheme entitles Thai households with low income to a privilege to buy LPG at the old price of 18.13 baht per kilo.
