PATTAYA:--New Pattaya police chief, Pol. Col. Sukthat Pumpunmuang told officers to stop taking bribes and focus on snatching thefts and tourist druggings to clean up the city’s image.

In a meeting with officers at Pattaya City Hall Jan. 22, the new superintendent - the brother of national police chief Gen. Somyos Pumpunmuang - said snatchings of jewelry and handbags occur 30-50 times a month in Pattaya with the perpetrators getting young, now often in the 15-16 age range.

The second most-reported crime is the drugging and robbery of tourists, usually by transvestites and female prostitutes on Pattaya Beach, he said.

Sukthat said if those two types of crimes could be controlled, the city’s crime problem would greatly be diminished.

how do you get promoted in the rtp ? not exactly the kind of role model junior cops need, whatever his official record.

So, don't do it because it is wrong/illegal, but because you will get caught on camera, and that will damage our reputation.

And then the Mayor offers free drinks, food and allowances.

Don't know what to say, really.

Last 'new' guy said the same.Little or no change at all.

They would need to bring in a whole new team. One or two new guys at the top will get nothing done.

Just making the right noises. Expect a few clamp downs to get in the headlines then nothing much till the next new guy comes.

Not much point.

All he can do is ask nicely and hope they will conform which they will not.

The problem is that anyone in this country who seriously attempts to stop any corruption in the police will find themselves dead within a month...... Accident or suicide of course, and this goes right up to the top.

That is what stops the crack downs.

It is why corruption will remain part of Thailand daily life, and will never be stopped.

Back home in Australia where I come from, the state of Queensland more precisely, they had a massive inquiry into the Police force and corruption 25 years ago, that went on for quite a while, the net result of it all was that the Police Minister, the Police Commissioner and a few other high ranking coppers all went to jail for their efforts.

Another major point made by the inquiry was that they believed the police were underpaid and it fostered a corrupt force, ie: pay them well and then they will have no reason or excuse to be corrupt.

The same applies here, they pay their own way through the police college, they buy their own uniforms and weapons, although they do get a gun allowance, the higher the rank the higher the allowance. They ride their own motor bikes around and presumably buy their own fuel and as previously mentioned get paid a pittance.

Now if that is not a scenario for the breeding of corruption, then I don't know what is, pay them to go to college, supply their uniforms and pay them a decent wage, then they have no excuse to be corrupt, jail the ones who won't play the game and it will eventually sort itself out.

I was told by a volunteer copper I used to know a good while back that, unlike back home in the west, the fines dished out don't go into consolidated revenue, it goes into a pot and is divided up at the station by rank at the end of each month, at the time he told me that (7 or 8 years ago), he said watch them, they will be out in force the last 2 weeks of each month, hitting up all and sundry for anything they can think of, these days it seems to be every week, times must be tough.

It will never stop until they address these issues.

The RTP system is broken at it's core. The police have to pay for their positions (as much as $1 million USD for police chief of a large and lucrative city) then get paid a disgustingly low salary.

The system is and always has been set up to be corrupt.

Until the system itself is reformed there is zero chance of the corruptions stopping. This is nothing but lip service and a waste of breath.

Change the system then actually hold people accountable for their actions. Otherwise just shut up and carry on as usual.

I respect what he said , at least must know many police involve with women who working in pattaya and asking huge money from foreigners ..

Many women source of income from blackmailing foreigners ..

He will only make his mark if he stamps out the jet-ski mafia, which operates right out of his new station

He is correct in saying that controlling those two types of crime will go a long way to improving Pattaya's international image.

I hope that he finds time to have a look at all of those nasty Eastern Block hookers that have recently migrated to 2nd Road between Pattaya Tai, and

where the road splits to got to Jom Tien or Pratumnak hill. They have been multiplying lately, and it only takes a short stroll through this section of road, to

find them everywhere, lurking in the shadows.

Not sure who they are paying to be left alone, but they definitely do not help the cities reputation, and should be cleared out ASAP.

I suppose that it is partly because of the suppression of these activities on Beach Road, that has caused some go them to move on.

I do not know this Gentleman personally, or any other Policeman for that matter, and I doubt any of you know him either. So, it is amazing the garbage that comes across this posting.

Yes, he had to remind them again about bribes, first lesson in management is tell, then tell them what you just told them, sometimes it sinks in.

At least he is starting to straighten out the problems. His experience and past is none of my business as I did not promote him.

There are actually plans underway for a major change in the RTP. Public meetings start soon and many suggestions have been discussed publicly recently. Will it happen? Will these changes work? Who knows, but it's being discussed at the highest levels. All we can do is keep our fingers crossed. From what I've heard, this new chief of police is pretty good. He deserves some time to see if he can sort things out.
