way to go

Bangkok Metropolitan Authority does actually collect stray dogs upon request.

This however rarely works in practices, as official policy is to establish possible ownership. So what happens following a complaint, municipal officers will ask residents if anyone owns these dogs. Not surprisingly --as there is no formal system of registration-- there seems to be always at least one person claiming "ownership" and the collection of the stay breasts is always called off.
