These are the boys with the torches and not the whistles, you should never tip these parking attendants less than 1,000 Baht. At least 1000b.. I had one with a flashing led light. and he had a whistle so whistle and flashing torch usually worth 1500b. Tipping these guys in Thailand is an unspoken law and the tipping is as follows; 500b - whistle 1000b - standard torch 1200b - whistle & standard torch 1200b - flashing torch 1500b - whistle & flashing torch Hope this helps OP.
