It sounds like "black lottery" ie it is based on the winning numbers from the Government lottery usually in a trifecta combination of three numbers pays about 650 to 1,The two numbers pay 65 to 1. It is illegal and payouts are not guaranteed, and depends on whoever the unseen big person is behind it. You usually have to wait. Pi cup usually means you buy both combinations (I think) as in 1/2, 2/1. Also you can bet on the last two numbers of the three number winner but that pays less. Probably against forum rules but everybody plays it. The tickets I have seen look nothing like yours.
