They seem to be untouchable. If you try hard I bet you could guess why. Whatever happened to that idiot Sharkey, (Pattaya) he should have been punted ages ago but with 300 girls on the books, then the second set of books, (for the recipients) we only need one guess. If these grubs were weeded out, together with their protectors, then maybe the reputation of these cities would improve. They, some are the ones on the missing list during the Vietnam war. They are still carried by the military, "Missing in Acton" They came to Thailand on R & R but never returned to Vietnam. Today they are in their 60's and are very low keyed people. I've see a few of them back in the 80's begging, or Pimping in the streets of Bangkok. Some have learned to speak Thai fluently, and fit in with society, and the locals well. They more or less gave up their citizenship to the USA. Funny about the T shirts. They started doing that a couple years ago and then stopped. I've told a few people about them from that time and they didn't know it..., probably because they stopped. That is an average of just under $70,000 per person. My 2 questions are, what were they pretending to sell to their victims and who gives $70,000 away to a stranger after a phone call? Unbelievable. I can ensure your going native theory has one major flaw. (and I'm not even going to touch on the "pimping" statement) The flaw is "out in the country away from the police". There is nowhere in Thailand, I mean nowhere, that does not have state officials, be they police, border police, military, National Park rangers, etc. that do not very quickly come to know of non-locals and particularly non-Thais living in their jurisdiction. The local officials will make it their business to know why a foreigner is there, what they are doing and their financial and visa position, all of this without ever having to speak directly to the foreigner.
