4% pay raise for civil servants this year

BANGKOK, 3 April 2015 (NNT) - The Office of the Civil Service Commission (OCSC) has confirmed that the 4% pay raise for civil servants will take effect on 4 April 2015 according to the newly revised Public Service Salary Act recently approved by the National Legislative Assembly (NLA).


Secretary-General of the OCSC Nonthikorn Kanchanachitra said the OCSC earlier asked all government units to postpone the salary increase in line with the old Public Service Salary Act and base the pay raise on the revised law although it had not been published in the Royal Gazette.

On 12 March 2015, the NLA gave the green light of the draft act on public service salary increase and four relevant laws including the Rules of Military Officers Act, the national police draft act, the draft act regarding salaries of education personnel and the draft act on rules of parliament officials.

I believe the minumum wage was raised nation-wide last year. Why such cynicism?

But no increase in the minimum wage? Yes indeed the people's welfare are the number 1 priority for the Junta?

Nation wise the minimum wage has been raised 50-100% recently... you don't think the poor government workers should get a bit too. Their 4% is not that much compared with what the PTP did.. and that raise helped drive companies out of Thailand. You can't raise without asking for more performance too.

Yes it would be nice if everybody in Thailand (every country) had a stronger income.

You might note there is ongoing discussion about minimum wage and it is a complex issue, all part of the downside of capitalism.

Actually you remind me of the old joke about the person who won a good sized lottery, but he complained bitterly.

In fact he announced that lotteries are a scam.

Why, because he bought two tickets, one a winner but the second one was wasted money, a scam.

Thailand has one of my most generous pensions and the earliest retirement age for civil workers. This is hurting the country as many wants to become civil workers due to the generous offer and lax working environment. If Thailand wants to improve they will need to extend the retirement age.

I wonder if this applies to retired Civil Servants Pensions as well ?

I wonder if it applies to hourly paid carriage cleaners who worked for half an hour 10 years ago but the job agent took the first hours payment as a daily job brokers fee?

Are they not organising a debt relief programme with BAAC?

The debt that the other lot got them into without due thought for circumstances!

My wife, who is in middle management at the Cooperatives Auditing Commission, typically gets a 2.7% raise every 6 months. She said it is yet to be revealed if this is in addition to the usual raise (and thus for her 6.7%) or replaces it on a one-time basis. She did share the opinion that it will be hard for people to go back to accepting a smaller rate of salary increase in the future, so the powers that be might be making a naive move thinking they are going to impress civil service employees.

Also, apparently both the OCSC website and Thai Rath Online are saying that this raise will not be immediately implemented, with no further concrete details on how long the wait will be. That's kind of fkkked up announcing it and then one day later saying nevermind.

This pay raise is nothing earth-shattering. It's a continuation of the overhaul of the salary structure for civil servants that began with the Yingluck administration in 2011. The Nation 2011-10-03.

The Junta's Commerce Ministry last year was going to raise civil servant salaries this year by an unprecedented 8% to "help boost consumers’ purchasing power and simultaneously assist in helping the country's economy recover faster." 2014-08-08 However, "Earlier the cabinet approved the 4 per cent salary rise for 1.98 million government officials and their increases took effect on Dec 1 [2014] that will cost the state Bt22.9 billion annually.....Also included was a 4% raise in pensions for 533,000 pensioners that will cost the State Bt3.85 billion annually." 2014-12-29

Obviously, between the government's weak revenue collections and worsening economy in 2014 and 2015, it probably can't afford even 4%. But still 4% increase is more than any other business sectors are getting and that may be a questionable inequality. It didn't raise the daily minimum wage.

Like its payoff to the rice and rubber farmers who threatened the Junta with protests, perhaps the Junta needs to keep the loyalty of civil servants. But in time it may also need to consider the loyalty of the remaining 60 million Thais.
