Traffic law enforcement here isn't enforced. Rarely do I see police issuing tickets except during road-side checks which can prove to be a cash cow for them. -

I always presumed it was their penchant for being far more reactive and rarely proactive! Perhaps they want to discourage freelancers. Why else would a Thai woman follow a strange foreigner into his hotel room? Usually, protecting them is a pimp's job. If they're freelancers with no backup, they're on their own. It sucks, but such is life in that seedy world.
