Hey has anyone got one of these in the last week or two at Rayong?

I need one and I am hearing they stopped giving them. If they did stop what can be used for the transfer of a vehicle. I am the seller and I know one is required at the DLT

Sorry can't answer your question, I am kind of in a similar situation, my driving licence runs out soon and of course I would need a letter from Immigration.

A friend phoned them last week and they confirmed that they have stopped issuing Certificate Of Residence letters, apparently due to some one kicking up over having to pay for it, who ever has now spoilt it for all of us.(don't know they would expect to get it free, nothing much is free in this world).

Only thing I was wondering is would the Pattaya office issue one for a Rayong resident ?

The stink was that the certificate is supposed to be free, so why pay for it?

You have to apply at the office for the region where you live.

Maybe it was the way the person "raised" the stink that created the turmoil. We all now that yelling at an officer and finger pointing are 2 ways that will get you no where.

Do we really know that this is the reason for shutting down a service like this?

I guess this raises the question how does a person get a res certificate that is required for the various tasks that require one?

I have seen it mentioned that a person should go to their embassy for this res cert. How can a Embassy certify where I live? I do not report to them every 90 days. Or at my annual extension.

Check with your embassy what is required. Often it is nothing more than an official letter or utility bill with your name and address on it.

I guess I'm splitting hairs too fine here. Why should any embassy be able to or allowed to certify where a person lives in the country. They are not an immigration office for that country whose job it is to track the people coming in for a visit. That's Thai Immigration job in this case not the US embassy.

" residential certificates" are provided by Embassies even by the Embassy of the good ole u s of a !

Suggest if you wish to "split hairs" you visit the immigration office, issue the orders and tell the IO's how their job, in your opinion, should be undertaken

Please let us all know when this performance is to take place !

It seems you are mistaking my comments and feelings about this and making a joke out of it.

I understand Immigration's position and why they are refusing to do these certificates in some offices. We all know that each office does what it wants to do. If the said government office that requires a res cert such as the DLT will accept the cert from an Embassy no problem for me accept that the person that originally complained about the small fee he was being charged at Rayong has shot himself in the foot and basically screwed all of us in the process. If they really stopped giving out the cert at the Rayong office I now have to make a trip to Bangkok and pay 50 USD for a document that only cost me 2 or 300 baht before with a 10 minute drive to do it.

And I think you are missing my point about how can any embassy certify anyone's address here in Thailand they do not track me or anyone else for that matter. At least Thai Immigration has some record of your reported address related to your visa and extensions.

Yes I will talk to immigration on my next 90 day report and ask what is happening as the only way to get a straight answer is have it come from the horses mouth. I have no intention of causing any ruckus or raise any ill feelings with them.

I also agree with SteveH. The certificates should have a fee rate. Nothing in this world is free and this document is required to get a driver license or buy/sell a vehicle and some other things.

Anyway I'm done giving my opinion on this service. I will do what is needed to get the paperwork processed at the DLT.

My OP was if the Rayong office does the Res Cert or not. I don't need the rest of the added input that means nothing.

Would a yellow tabien book fulfil DLT requirements for vehicle transfers and driving licence renewals in lieu of residency certificates provided by immigration offices and embassies? If so, this might be an option which the OP and others might wish to consider for the longer term, especially if there is now an increasing trend among immigration offices generally to discontinue the issuance of such certificates.

OJAS, I can answer the question as what I learned about the Yellow book. Last week we made stops in Rayong DLT(Dept.Land Transport) offices and the Amphur office for Ban Chang. Bottom line answer is Rayong DLT will accept the yellow book as proof of residence in lieu of the affidavit for any motor vehicle transaction and license apps/renewals

As to the residence certificate from Rayong immigration. I can say when I went there this morning for my 90 day report I saw at least 2 posted signs on the windows that Rayong Immigration will no longer issue the residence certificates as they do not have the authority to do so. I did not see any date on the small A4 sign or any official stamps. I did not question any officer about the letters as the sign says it all.

A little bird informed me that Pattaya/Chonburi immigration will issue the letters to a Rayong person for a fee of 500 baht same day service

So my OP has now been answered by me.

Heres a positive update on this thread.

I was talking to a reliable source today while having lunch in the Beaver Bar in Ban Chang. He was describing his experience renewing his drivers license at Rayong and I asked him where he got the necessary res cert?

He replied at the Rayong/Maptaput Immigration offices. I of course did a double take as the last info I had from early August was they would not do a letter. He insisted that for sure he got the Res Cert there.

So if anyone is there in the next few days please check this info as I hate to post something I don't know for sure.

If he is correct this is nice to hear and very positive as it saves a trip to BKK

I can confirm that Rayong Immigration is indeed supplying Certificates of Residency once again. I just applied for 3 (motorcycle/car license & to sell a motorbike) and it cost me 500 baht. I'm not sure if that's a flat fee or per certificate. Regardless, much cheaper (and less aggravation) than a trip to my embassy in Bangkok.

For the record, I did not need to provide proof of my address, although you should probably bring your lease or yellow book just in case. Didn't need photos either. Just needed photocopies of license (for renewal) and passport.

Good news indeed. Confirms my suspicion that this was the case when I observed that the notices referred to in post #10 had been removed by the time of my last visit there 4 months ago in connection with my latest retirement extension (haven't been back there since as I mail in my 90-day reports).

I was charged 500 baht recently. In case anybody is planning to go, they also ask for an ID photo with a blue background - if you don't have it, they'll take a photo on the spot for 100 baht. Note that they refused to give receipts.

 

If you need a receipt, consider asking your embassy. If you're balking at the 500 baht fee, well, some other Immigration Offices and embassies charge less than that.
