There are a couple of reasons why Thais often don't register at a new address (being registered in the tabien ban, blue housebook).

That is especially true for the "migrant workers" from Isan who work at the big centers.

I do not know a single familiy member who works at another place throughout the year and has registered at their "usual place of stay".

No one.

Bangkok is most famous for that.

A ridicolously low number of people is actually registered in Bangkok compared to the estimated amount of inhabitants.

And only this small number is eligible to vote for the mayor.

Just one of the facettes of this insufficient registration.

Even if they want to register, how can they do?

I have a friend, a Thai lady. She wants move her son (8 years) from Surin to Pattaya. The son is now registred with the family in Surin, but they don't have a property in Pattaye where they could register. The son must go to school, but the school would admit him only if he is registered in Pattaya.

Big problem. She don't know how she can send her son to school.
