Brought my family here with Non-Imm O visas; friends of ours who've lived here a few years said minors under 14 don't require a visa. Does this make sense? Is this true? I couldn't find anything other than the minors won't be charged a fine for overstaying the visa if parents pay their own fines or something of that nature.

Children under the age of 15 do not pay overstay fines. But they do get an overstay stamp.

Just because they do not pay a fine does not mean that they do not need a valid visa entry or extension of stay.

Visa and valid permission to stay are required. But because of their age they cannot be prosecuted, hence no fine for minors under 15 years of age.
