ChiangMai/BuriRam car can be transfered to my name in Bangkok or not

I am from India & thinking of buying a car registered in ChiangMai or BuriRam. If i have all proxies from owner of the car with insurance, grey book etc.

Here is the question:

can i do the transfer work from Bangkok Land & Transport department by myself which i think is in Chahujak?

Appreciate if anyone can provide information on above.

You can do at any L&T office if you have the car as they will inspect the car to make sure the information in the car book is the same as the car. ie., engine number, color of car, etc. I just sold my Bangkok car in Korat.

Owner is saying that it's grey book as I havnt seen it yet, do we know what it is. I own a bike and registration is on blue book. Can it be a just mistake of saying things differently?

Not sure what you are talking about as my motorbike book is GREEN and my car book is BLUE.
