Surapong defies NACC’s summon to hear charges

BANGKOK: -- Former foreign minister Surapong Tovichakchaikul says he will defy summon by the National Anti-Corruption Commission to acknowledge charges against him and other former cabinet ministers for the alleged high payment of compensation to political unrest victims under the former Yingluck government's remedy scheme.

Surapong’s defiance of the NACC’s order came as today is the final day of the deadline for the 34-member former cabinet of Ms Yingluck Shinawatra to acknowledge and defend the charges.

The former foreign minister arrived at the NACC head office Tuesday morning, but not to acknowledge the charges.

However he arrived to submit a petition to the NACC chairman Parnthep Klanarongran seeking the removal of the chairman of a NACC’s subcommission tasked to probe the remedy scheme, Mr Phakdi Phothisiri, reasoning that he was unqualified to do the job.

He claimed that Mr Phakdi is not suitable because he didn’t resign from the board of the Government Pharmaceutical Organization-Merieux Biological Products Co.,Ltd while he was designated to head the investigation.

Being in the position, Mr Phakdi was then disqualified to do the job, Surapong said, citing the laws relevant to corruption probe.

He went on saying that therefore a summon issued by the NACC for the former cabinet minsters to acknowledge the charges is considered illegitimate and illegal.

He said he and another former minister ACM Sukumpol Suwanathat would defy the summon and would not appear in the NACC Office to hear charges even the NACC will send a second notice for them to show up in 15 days after receiving the notification.

Meanwhile NACC chairman Mr Parnthep said some of the former cabinet ministers have come to acknowledge the charges and some have not.

They will still be notified to come in 15 days by letters addressed to them by postal services, he said.

He said anyone who refused to come to defend the charges would be considered that they don’t want to defend or object to the charges.

The NACC will then proceed with a resolution to indict them, he added.

Earlier Ms Yingluck has sought for the extension of the deadline which the law allows two extensions.

Just send the police to collect him and bring him to the court. If he refuse to come, simply arrest him and bring him anyway.

Every day after the trial take him back to jail and collect him in the morning.

It seems as though he wishes to be a martyr. Let him be one.

- a conflict of interest existed in Yingluck's government approving the payment as many of the recipients were red shirts who supported her government.

The only rationale for these charges is political bias.

Political bias - what else would you call large payments handed out by the Yingluck government to those whose relatives were sacrificed as her brother wanted some martyrs?

If the Yingluck regime followed due process then all is fair. If they didn't they are once again in the shit of their own making.

Notice how the Shins are very good at spending tax payers money but never their own - maybe that's why they don't want to pay taxes to.

Apparently Surapong never answered the Ombudsman's repeated questions on his illegal issuing of a new Thai passport to his criminal fugitive cousin and boss as the letter wasn't folded precisely and the envelope wasn't stuck down evenly.

So important to get the detail right - PTP are famous for it 555 thumbsup.gif

and there in lies the problem, all thaksins lackies think they are above the law like their boss, this maggot personally issued thaksin his passport then refused to explain himself to the judiciary, he continually stuck his foot in his mouth and the only reason he was even in the govt was due to him being family. Cant wait to see this scumbag tossed into jail and have all his assets seized, hopefully justice will prevail

I suppose it would be too much to expect for you to justify this unsupported statement. You could try some statistics on wrongful death case payouts, average life insurance value for this demographic, in fact any case where loss of life of a Thai has seen an equivalent payout.

I don't expect you to even try on the conflict of interest as it's just too bloody obvious. Like most of the decisions made during Yingluk's term in office.

However he did have excellent family qualifications and with those who needs reasoning?

About time the junta toadies got a meaty one, they've been circling for weeks waiting to swoop on some poor smegger. Don't forget that he was elected, unlike any of the dross you support.

How wrong are you, the NACC is breaking the law and he is standing his ground. This whole case is wrong as many of this money was paid to victims of the violence in the south. Go and read the articles at that time. Many of the deaths in 2010 was murders by the military (according to the Thai courts). In most countries where the government kills citizens outside of the law, the families have the right to compensation. This what was done by PTP when they paid the compensation. This government is now opening old wounds and it will come back to haunt them later.

Ah, yes, elected, via the party list system which allows the party owner to foist upon the people the likes of Chalerm and the UDD criminals avoiding trial, without the candidates having to express any opinion (even if they were allowed one) or to be asked any questions. Very democratic

Just send a few very minor ranked troops around to arrest and bring him back to the nearest army base, don't send anyone above corporal as they want to make him feel too important.

The NACC is out of control with it's one-sided and extremely biased prosecutions.

Reminiscent of the DSI or Chalerm's bunch, under the previous administration, threatening people so that they would be more likely to support Thaksin's Amnasty-Bill ! wink.png

Somebody should release the Commisioners' names & home-addresses, so that their gates might be repainted (in blood) or their houses ventilated (grenades & bullets work just fine), to remind them that, while they're supposed to be investigating corruption, they're not actually supposed to really catch anyone, eh ? whistling.gif

Or did anyone think of simply cutting the budget they're given to work with yet ?

Could you tell me please what constituency he stood for and where he was actually elected?

If you mean that he was a party list MP then please say so.

Party list MPs are not elected by voters but selected by the party and ranked in order of preference. In the PTP party lists a lot depended on your family name and connections and far less on your qualifications.

OTH as a Minister he was NOT allowed to be an MP and as such he could NOT have been elected that way either.

Therefore if he was NOT elected, then according to your way of thinking he must be dross.
