1: Will I need a full copy of my passport?

4: How do I get a bus to Vang Vieng?

1. You just need a copy of your passport photo page.

2.Their preference is that you pick it up in the afternoon of the next working day which would be Monday if you apply on a Friday.

I will leave you other questions for somebody else.

No, only the identification page

2 Can I submit my application (tourist visa) on a Friday and collect it a week later?

I think this would be impractical because the embassy keeps your passport until you pick it up. You cannot travel around Laos without your passport.

3: Any recommendations for a hotel close by to the embassy?

What is your preferred price range? There are quite a few good options depending on the level of comfort you want and how much you are prepared to pay for it.

4: Any recommendations of places to visit or things to see in Vientiane?

Main market (aka morning market, old market, Talad Sao), especially the traditional Lao textiles (modern and antique)

4: How do I get a bus to Vang Vieng?

My recollection is that the Vang Vieng buses leave from the bus station next to the main market from early morning until about noon. They used to be cheap but slow.

Not much to see in Vientiane, just walk around this rather small but pretty ex French colony.

You can get a bus to Vang Vieng just about anywhere in Vientiane, but the ride is hell.
