No, you have to be 50 years or over to get a retirement visa & meet the financial requirements.

retirement visa age is 50 years so that won't do.

New investment visas at 3 M Baht has been cancelled with effect from 1st Oct. 2006 so you would have to be fast to apply! If you get that, then yes 1 year visa - with renewal as long as you hold the investment.

Work Permit ia another alternative if you want to stay here long.

If you like to travel and have the money, you can set up two new homes, one in Thailand, and one in a neighboring country like Cambodia, and just shuttle between the two as necessary for short term visa validity, playing the new Visa Home Run Game (trademark pending)! Two countries for a little more than the price of one!

Try it, you'll love it. As far as I can tell, this would be totally legal, but clearly not for everyone.
