If you are talking about Visa Exemptions they are indeed starting to ask questions if you've had more than 4 or so.

It is what you probably call tourist visa. 30 days visa exempt for most Western countries, when arriving by air.

There are some nationals who don't need a visa for Thailand and can get a visa-exempt stamp

upon arrival in Thailand that allows them to stay in the Kingdom for a certain period of time

(15 days or 30 days in most cases, depending on the nationality), and there are other nationals

who need a visa for Thailand, some of whom can get a visa on arrival in Thailand and others

who have to apply for one before arriving in Thailand.

No. For a long time they have been cracking down on illegal workers. Many illegal workers use Tourist Visas and the Tourist Visa Exempt Scheme to work in Thailand.

Theres is no limit to the number of Tourist Visas you can have. If you are not working and can financially support your stay you have nothing to worry about. After 3 or 4 TV's at the same office some embassies/consulates are asking for proof of income/finances abroad to support your stay.
