Placing hopes on a possible storm is ludicrous to say the least. Maybe they should try praying to Buddha as well. They would not have had this shortage problem if they had better water management and gov systems without corruption.

Exactly ! Let's not bother with mundane things like planning ahead as we can easily rely on mother nature, fortune tellers getting it right and keeping evil spirits placated.

You forgot to mention cloud seeding.

Too bad they don't have a cloud hoe......I seed my garden & hoe out the weeds kind of hoe.

Then they could prevent flooding as easy as they can make it rain.
