You would not be able to just leave and re-enter to get the visa on arrival.

If you were to enter Cambodia and stay a couple of days you could probably be able to apply for the visa on arrival at the Aran/Poi Pet crossing which is only the only crossing authorized to do them.

Not correct. There are several border crossings that can do them.
